This pink ghost with empty eye sockets is The Spectre Syndicate, an enemy that can only be found in the Mausoleums that are found in all of the isles of the game, excluding Inkwell Hell and Inkwell Isle Four in the Cuphead game. It's a normal one because it has a small tail and arms. It could be a nice Halloween decoration in the form of a fanart Cuphead Spectre Syndicate Sticker.
